What was the first one on PC ?

Can someone explain the concept, why would 'deck building' make an RPG otherwise better ?

I think that's pretty simple. It's like any other feature. if you like it, it's going to make the game better for you. If not then it's probably going to detract from your experience.

If you want a story along with the gameplay, you're looking at the best one: Griftlands.

If you would prefer zero narrative but good deck building gameplay, try Slay the Spire.

I have, and pretty highly overall but the card part has no deckbuilding and it's all about solving puzzles with the cards you're given. So very different in that regard. The story is surprisingly good.

Not RPGs, but Monster Train I liked the best. Slay the Spire is addictive.
This one didn't need stupid cards at all. The second character in the story is most fun.
