Well the game is getting released in October if that doesn't get changed. Now for the bad news. It will also cost you $80 or $100 just for the Early Access edition with extras.
Your better off paying for GamePass as more games will be getting expensive.

That storyline sounds so trite. John Gonzalez gone, Avellone gone... does Obsidian have any creativity in the building still?

Yeah, I did that for Avowed which made it a pretty cheap game to play. But I'm not someone who plays expansions often or replays games, so that works for me. But I could imagine it's not a great solution if you're someone looking forward to expansions or future play-thrus.
Gamepass use to allow users to buy the games you payed cheaper, and sometimes included DLC. Though greed has changed the terms and price point.
Anyway yeah you usually have to buy the game and DLC if you want to play them.
Based on the first game most might wait for the eventual GOTY edition.
