It's a mod, the guy is doing it because he enjoys it and is passionate about the "what if" scenario. He's not trying to appease anything beyond his interests.
Some people in this thread (and indeed the greater community as a whole) feel as though a person modding a game or other prepackaged thing owes them something...

While I admire the effort, I'll likely stick with the format this stellar game already enjoys, no need to mess with perfection. Or darn close to it.
I wonder if Bethesda will allow him to finish this.

Looks very cool. I really don't get why most people dislike this. It's not an "ultimate" version of the game, just a new, fresh take on it. Bring it on, I say.
