I have no idea, to be honest. They have made other games before, but I haven't played any of them.

I've only seen that the communication was not done with a chat but with an emote system, independent from any language. I suspect the first thing people do is agreeing on a 3rd-party chat system to overcome that limitation.

No, it is that same game I talked about a while back. The TMO (tiny multiplayer online) RPG. I'm surprised the project didn't die off yet and disappointed that they haven't made much progress after all this time.
