Hmm, well, all I can say is, that at the very beginning of Morrowind, (TES 3), you start out with zero weapons at all. In fact your first ever weapon is a knife, that you have to actually steal. if you miss the opportunity to steal it, you go out into the world with zero weapons and zero armour.
IIRC, you start TES 4 (Oblivion) off in rags in a cell, no armour, no weapons. You have to loot those as you go along.
In Dragon Age, you do start with weapons in your inventory. And if you start as a mage, you get a staff almost from scratch, plus you come equipped with a few spells. In Risen, for instance, you start off with rags, and if you don't have the savvy to pick up a stick, you start off with no weapon at all.
I'm sorry, but as far as I am concerned, Dragon Age is actually very lenient in that regard. Except for the City Elf scenario, you come already equipped with both weapons and armour, right from the very start.
Btw, I just went and counted now. At the point after the Ostergard battle where you end up back in the wilds and aquire Morrigan, I already had 8 different bows and 2 or 3 crossbows in my inventory. A good few swords and maces too. Sadly, my inventory is also full.
