Yes, high end gear seems to be lacking in quality right now, with all set pieces having very spread out stats, some unnecessary and all in low amounts.
What I do know about T4 RvR is that keeps get better as a guild claims and holds it for a longer time (which costs a lot of money also, so at least there's some gold sinks), I'm hoping the better vendors will be available there (probably with items tied to higher Renown Ranks). Otherwise we'll see, I don't know enough about end-game itemization yet but so far it doesn't seem to be good enough. The good part is that that is the kind of thing that is easily corrected in a patch if done right.
